Ottawa’s New Pastime: Leadership Speculation

No wonder there is a sense of déjà vu on Parliament Hill. The minority Parliament elected in September met for just two-and-a-half weeks before taking its holiday break.

Perhaps that business-as-usual post-election vibe in the House is why one of the favourite political discussions among insiders is speculation as to who will lead the two main political parties into the next election. Some may think this a waste of time. With a second consecutive minority government no one knows when the next election might be. And neither of the major party leaders, Justin Trudeau or Erin O’Toole, plans to step down. Quite the contrary. Both have said they are determined to lead their parties when voters next go to the polls.

Canadian parliament resumes

Battle of the Budget — the sequel — takes shape Monday when a bitterly divided Parliament resumes after its summer break.

Opposition MPs, who staged a 23-hour voting marathon in a vain attempt to derail the Harper government’s agenda last spring, will be readying for another showdown when the Conservatives table a second massive budget implementation bill.

As well, there will be fierce debate over environmental protection and the government’s much-disputed plan to expand Internet surveillance. And the New Democrats — with an eye on the next election — will for the first time be consciously auditioning for prime time

Canadians still reeling from the wide-ranging impact of the 425-page budget legislation brought in by Prime Minister Stephen Harper’s government earlier this year should brace for more shocks when the second bill is tabled in a month or so.

The first bill to implement the March 29 budget contained a wide array of what opposition MPs considered nasty surprises. The next piece of so-called omnibus legislation is expected to be in the 400-page range as well. Opposition MPs aren’t sure what it will contain and the government is keeping the details under wraps.

“The last experience with one of these omnibus bills was not just terrible for Parliament, it was bad for the country,” NDP House Leader Nathan Cullen said in an interview. (Source: Toronto Star)

But when he or she is back in harness, your average ink-stained wretch will tell you summer is not what it's cracked up to be, at least not in the newsrooms of the nation. We call this the silly season, when the same things that make it great make it tough to deliver a steady diet of compelling, important news. An unfortunate by-product of the silly season is that some stories take on a life of their own, their real importance blown out of proportion by the lack of competition. Take, for example, the extensive coverage this week about new federal regulations around the medicinal use of marijuana. According to much of the coverage and commentary about Allan Rock's announcement and photo-op tour of theÊcountry's first government-approved pot garden, this is a big deal. For the first time, Canadians who can demonstrate that they need to smoke marijuana to ease and control chronic pain and discomfort can grow and toke their medicine legally, provided they have a licence from Health Canada and approval from their doctor. In reality, this is a modest step, at best. Critics point out that the policy is severely restrictive in that applicants must have a life expectancy of a year or less, or be in severe pain from AIDS, cancer or some other serious medical condition. Doctors or medical specialists must support the application, and the process is alarmingly slow. To date, fewer than 300 people have been approved, with anotherÊ500 applications pending.
