Doug Ford kills Drive Clean emissions testing

The brakes are being slammed on the controversial Drive Clean auto emissions plan.

Premier Doug Ford announced Friday that as of April 1 of next year, the “outdated” mandatory program for passenger cars and trucks will lend.

Instead, the Progressive Conservative government will clamp down on big commercial polluters by enhancing the smog checks on transport trucks and other industrial vehicles.

“By ending Drive Clean tests and repairs for passenger vehicles, this government is reducing the burden on residents and families who own a car,” Ford said at a service garage on Martin Grove Rd.

“They no longer need to take time out of their days to take their vehicles in for unnecessary tests,” the premier said, adding the government will save $40 million a year.

That’s because the previous Liberal government eliminated the $30 test fees last year, but Queen’s Park still had to foot the tab.

Created by former Tory premier Mike Harris in 1999, Drive Clean has long been a bone of contention for motorists because most vehicles passed the emissions tests.

Successive PC and Liberal governments resisted the temptation to halt the program because it kept 335 tonnes of pollutants out of the air annually.

Cars and trucks are responsible for one third of all emissions of greenhouse gases, which contribute to climate change.

Green Leader Mike Schreiner said while “the Drive Clean program is no longer as relevant as it once was,” the new Tory government has done nothing to reduce pollution since taking office 12 weeks ago.

“When you look at the list of things this government has done on the environment file, all you see are cuts,” said Schreiner, pointing to the decision to exit the cap-and-trade climate accord with Quebec and California. (Source: Toronto Star)

Trudeau leaves on first official visit to China

Prime Minister Justin Trudeau has left for his first official visit to China, with both countries expressing hope they can improve their economic connection.

Trudeau, who is accompanied by his wife Sophie Gregoire Trudeau and daughter Ella-Grace Margaret Trudeau, said last week that he hopes the visit will be a reset in the relationship between the two countries.

Trudeau will be kept busy, with a host of business-related meetings during stops in Beijing, Shanghai and Hong Kong.

He’ll also attend the G20 leaders’ summit in Hangzhou.

The Chinese government moved last week to take the sting out of a potential irritant during the visit, the issue of human rights.

China’s ambassador to Canada said in an interview with The Canadian Press that his country has made progress in addressing international concerns in recent years.

Luo Zhaohui acknowledged China has a long way to go to further improve the situation.

‘We can do better’: Liberals kick off push to change Canada’s voting system

Having promised that the last federal campaign will be the last one conducted under the first-past-the-post voting system, the Liberal government is proposing that a special committee study the alternatives and report back to the House of Commons by Dec. 1.

City girds for superbox battle with Canada Post

The city is willing to take Canada Post to court over its plans to unilaterally install controversial super-mailboxes across the city.

Council enacted a new bylaw Wednesday that requires the Crown corporation to apply for a $200 permit for each of an estimated 4,000 community mailboxes meant to replace door-to-door mail delivery in Hamilton.

That means city bylaw officers can now lay provincial offences charges if Canada Post ignores the new rules and begins installing the unpopular “super-mailboxes” this week on the Mountain.

The agency argued Wednesday it isn’t bound by the bylaw.

The city should charge the Crown corporation anyway in the case of a violation “and let the courts decide who is right and who is wrong,” said Coun. Terry Whitehead.

Whitehead put forward what he called an “unprecedented” municipal regulation motion.

“There ought to be some regulations that apply when Canada Post does this, because it sounds like they’re going to continue on (with mailbox installation) whether we like it or not,” said Mayor Fred Eisenberger. “I think they ought to be a little more understanding and work with the city … to access our right-of-ways and roadways.”

Canada Post has no plans to delay the first wave of installations on the Mountain, said spokesperson Jon Hamilton, who nonetheless wouldn’t speculate how the Crown corporation will react if it is charged under a municipal bylaw.

He reiterated that Canada Post believes it continues to have the “jurisdiction” and “authority” to install mailboxes in municipal road allowances. The agency is willing to “work collaboratively” on locating the boxes, he added, but that doesn’t include following the bylaw or applying for individual permits.  (Source: Hamilton Spectator)

NDP’s Andrea Horwath left as king maker

Ontario Premier Dalton McGuinty has played his hand, tabling a budget he says will steer the province out of deficit. Tim Hudak, the Leader of the Opposition Conservatives, has played his hand, too, insisting his party will vote against it.

That leaves New Democratic Party Leader Andrea Horwath, whose party finished third in the last election, to determine whether the province has another one.

Ms. Horwath was careful not to signal her intentions on Tuesday, saying she was keeping her options open and would seek public input before deciding on how to respond to the budget. But it is with her that Mr. McGuinty’s budget will live or die, and with her that the decision on whether to head back to the polls rests.

The next few days will see a flurry of behind-the-scenes talks between the Liberals and New Democrats as Ms. Horwath attempts to wring concessions that will play to her supporters.

The New Democrats got their way on corporate taxes, with the government agreeing to freeze them until the deficit is eliminated. But they are not at all happy that Mr. McGuinty is taking aim at one of their key constituencies –organized labour – by threatening to impose wage freezes on doctors, teachers and other public-sector workers.

The wage front is where the New Democrats will likely attempt to wrest compromises from the Liberals. Ms. Horwath has pushed for hard caps on compensation for public-sector executives – it was one of her recommendations in her pre-budget letter. (Source: Globe & Mail)
