Minister confident police in Canada ready for cannabis legalization next week

Police forces across Canada should be ready for legalization of recreational marijuana next week because the federal government has provided funds, training and approval of drug-screening technology ahead of the big deadline, says a federal cabinet minister.

Bill Blair, minister of border security and organized crime reduction, says the government provided up to $161 million one year ago for police training in how to detect the presence of drugs in drivers. In August, it also approved the use of roadside drug screening equipment to identify those driving while high.

“For the first time ever, the police have been given the training, the tools and the technology to actually detect and deter,” he told CBC Radio’s Metro Morning Tuesday.

In the last 18 months, there has been a 60 per cent increase in the number of police officers trained as drug recognition experts in Canada, he said. There are now more than 880 police officers in Canada trained to recognize drug-impaired drivers.

The Canadian Association of Chiefs of Police, however, has said there should be 2,000 trained to fulfil the government’s push to crack down on drug-impaired drivers.

Blair said police forces have access to the new Dräger DrugTest 5000, which tests saliva for cocaine and THC, the main psychoactive agent in cannabis. The device, which includes an “analyzer” and cassettes, received approval from the federal Department of Justice.

“People are already and have been for years driving under the influence of drugs and police have never had the ability to detect it,” he said. (Source: CBC News)

Saudi Arabia expels Canadian ambassador, freezes trade in human rights dispute

Saudi Arabia said Sunday it is ordering Canada’s ambassador to leave the country and freezing all new trade and investment transactions with Canada in a spat over human rights.

“We consider the Canadian ambassador to the Kingdom of Saudi Arabia persona non grata and order him to leave within the next 24 hours, ” Saudi Arabia’s foreign ministry said on Twitter. And the ministry said Saudi Arabia is recalling its ambassador to Canada in a dispute that appears to be over a tweet from Global Affairs Canada.

“Canada is gravely concerned about additional arrests of civil society and women’s rights activists in Saudi Arabia, including Samar Badawi.

“We urge the Saudi authorities to immediately release them and all other peaceful human rights activists, ” the Canadian tweet said on Friday.

The Saudi foreign ministry called the use of “immediately release” in the tweet “unfortunate, reprehensible, and unacceptable in relations between states.”

It called Canada’s characterization of the activists “an incorrect claim” and called Canada’s attitude “surprising.”

“Any other attempt to interfere with our internal affairs from Canada, means that we are allowed to interfere in Canada’s internal affairs, ” it said.

Global Affairs Canada said it was aware of the issue.

Saudi Arabia also said it was freezing all new trade and investment transactions with Canada .

It said that it will not accept any form of interference in its internal affairs and considers the Canadian position “an attack” requiring a firm stance to deter “attempts to undermine the sovereignty of the KSA.” (Source: Toronto Star)

It’s potholes vs. buses this winter in Hamilton, and potholes are winning

Best winter … E-V-E-R … if you’re a Hamilton pothole, in which case you practically own the city this season, or its curb lanes at the very least.

Worst winter ever, if you happen to be a ball joint or some other part of an automobile steering and suspension system; or if you’re a driver relying on such parts to cushion the half-foot drops into craters so big they should have their own bike lanes.

Roads crews in Hamilton are responding with “all hands on deck” as they attempt to repair damage to the road in several priority areas across the city, day and night, filling literally hundreds of potholes with tons of asphalt, said the city’s public works department on Wednesday.

Even the bus drivers won’t drive some stretches of Hamilton road, so pockmarked are they, especially one of the city’s busiest streets, Main West, by the McMaster hospital. Earlier this week they launched a workplace refusal, unwilling to service some stops on Main West, instead posting notices at those stops and detouring around them, says Eric Tuck, president Local 107, Amalgamated Transit Union.

Worst ever for potholes?

“Anecdotal,” says Dan McKinnon. “But, yeah, it’s the worst I’ve seen.” And he’s seen a lot. Dan’s been general manager of Hamilton Public Works for a year and a half but before that spent decades on the roads with the department.

That’s why “we’re out there, day and night,” says Dan, of his public works teams, “on pothole duty.” Every unit, unless an emergency pulls them off. He’s not even sure how many workers he’s got on it because, beside city staff, he’s called in contract workers to help.

“I think it’s a few things,” says Dan. “There’s the freeze-thaw cycle but we get that every year. Twenty years ago we’d get it a couple of times a winter but lately it’s happening five to six times a winter. The frequency of the cycle has increased.

“And my personal theory is that the really bad winter we had in 2014-2015, with extraordinary cold, did damage that is just manifesting now.” (Source: Jeff Mahoney, Hamilton Spectator)

Ontario MPP proposes law to fine distracted pedestrians

A new private member’s bill that would see distracted pedestrians fined up to $50 for crossing the road while using their smartphones was unveiled at Ontario’s Legislature on Monday.

The “Phones Down, Heads Up Act” will be introduced by Toronto MPP Yvan Baker, with a debate set for next March. The representative for Etobicoke Centre, in the city’s west end, said he was prompted to draft the legislation after his constituents raised concerns about the number of pedestrian deaths in Toronto.

In 2016, 42 pedestrians were killed on the city’s streets, the most since 2002.

Baker’s bill would ban people from looking at their phones or electronic devices when crossing roads, with an initial $50 fine for the first offence, $75 for the second and up to $125 for the third. Exceptions would include pedestrians making an emergency call or if they began speaking on the phone before stepping into the crosswalk.

“These fines are modest and are meant to act as a deterrent,” Baker said during a news conference Monday morning. He was joined by Brian Patterson, chief executive of the Ontario Safety League, a group whose work includes pedestrian advocacy. The organization is endorsing the bill.

The legislation would also mandate a ministry of transportation-led annual distracting driving awareness campaign, with a focus on texting and driving.

“This bill is about raising awareness about risky behaviour because limiting that behaviour will save lives,” Baker said. (Source: CBC News)

Donald Trump Raises Prospect of Keeping Ties to His Firms

Donald Trump indicated Tuesday he was unlikely to disentangle himself from his business empire as fully as he previously suggested, raising questions about potential conflicts of interest while president.

Mr. Trump and his representatives said during the campaign he would have nothing to do with his businesses if he became president, promising a “total and complete separation.”

But since the election, Mr. Trump has met with foreign business partners and involved daughter Ivanka Trump in such discussions, even though he has said his children will run his companies during the presidency as a way to separate their operations from the White House.

On Tuesday, Mr. Trump told the New York Times that “the law’s totally on my side” and that “the president can’t have a conflict of interest.”

Mr. Trump’s comments came after the Republican contended with other concerns overhanging his transition. Trump University disclosed a $25 million settlement Friday resolve litigation involving allegations of fraud at the defunct organization. And Mr. Trump’s charitable foundation said in a tax filing that it had engaged in self-dealing 2015 and prior years that resulted from payments to “disqualified persons,” or foundation insiders.

The president and vice president are exempt from laws that make it a crime for all others working for the executive branch to use their public office for their own enrichment. (Source: Wall Street Journal)
