Dalton McGuinty staffers deleted gas plant emails

For SaleSenior staff members in the offices of both the Ontario energy minister and former premier Dalton McGuinty intentionally deleted emails about the cancellation of gas plants in Oakville and Mississauga, according to the province’s privacy commissioner.

The finding, published in a special report Wednesday called Deleting Accountability: Records Management Practices of Political Staff, adds fuel to opposition accusations that Ontario’s Liberal government was trying to cover up the cost of cancelling the controversial projects.

After conducting a special investigation into NDP complaints, Privacy Commissioner Ann Cavoukian determined that senior Liberal staff in McGuinty’s office broke the law by deleting all emails sent and received on the matter by former chiefs of staff.

The investigation was sparked after the NDP complained to Cavoukian that documents they had obtained through Freedom of Information requests did not contain emails for several top McGuinty aides.

“It is difficult to accept that the routine deletion of emails was not in fact an attempt by staff in the former minister’s office to avoid transparency and accountability in relation to their work,” Cavoukian wrote in her report.

“Further, I have trouble accepting that this practice was simply part of a benign attempt to efficiently manage one’s email accounts.”

She singled out David Livingston and Craig MacLennan, the former chiefs of staff for McGuinty and the energy minister respectively, and concluded that the offices violated the Archives and Recordkeeping Act and undermined the Freedom of Information and Protection of Privacy Act. (Source: CBC News)

Wynne’s Gas Plant Hand-me-downs

The New Democrats said Friday the discovery of more documents on cancelled gas plants in Oakville and Mississauga shows Premier Kathleen Wynne has not been truthful, and demanded a public inquiry into the controversy.

The Liberals stunned Ontario’s opposition parties Thursday by releasing hundreds of more pages on the cancelled energy projects after insisting for months that all the relevant data had been made public in two separate batches last fall.

The government was warned last November by the Ontario Power Authority that there “likely” would be more documents unearthed, but Liberals — including Wynne — insisted as recently as Wednesday that they’d all been released last fall.

“She has clearly not been truthful already, because the deputy minister was aware of this back in November, and I don’t believe for a minute that everybody else wasn’t aware of it as well,” said NDP Leader Andrea Horwath.

“There’s no way that the premier and everyone on down didn’t know about this, and there’s no way that the new premier wasn’t briefed about this.”

Speaking in Ottawa Friday, Wynne again rejected a public inquiry and said a legislative committee and an investigation by the auditor general would get to the bottom of the cancellations and the release of the documents.

“It’s entirely possible to get all of the information that we need to get out through the mechanisms that are already in place,” said Wynne. (Source: National Post)
