Historically, the U.S. has shown little empathy for foreign aid, evidenced by significant cuts to USAID and an overarching “America First” doctrine. This skepticism is warranted as the U.S. positions itself as a key player in Venezuela’s recovery, controlling a puppet regime and wielding influence over vital resources.
